In recent years, more foreign-owned restaurants and grocery stores have opened in our region. While these businesses are valuable to the community, some may unknowingly violate Japanese laws due to lack of understanding. What was previously overlooked may now face stricter enforcement by authorities, following recent amendments to the Administrative Scrivener Act and strengthened regulations under the Immigration Control and Refugee Recognition Act. These changes aim to prevent unqualified individuals from preparing visa-related documents and ensure proper legal representation.

As you may know, during the recent House of Councillors election, several news stories focused on foreigners living in Japan. Some incidents—such as traffic accidents followed by escape, or misuse of the visa system to access Japan’s health insurance—have raised concerns about rule violations. As a result, revisions are already underway, including stricter requirements for switching from international driving permits to Japanese licenses, and tighter conditions for the “Business Management” visa status. It is expected that screenings for foreign nationals conducting business in Japan will become more rigorous.

However, our office firmly believes that foreign-owned businesses operating in accordance with Japanese laws deserve respect and should be supported for healthy and sustainable growth.
